Preface
The Wesleyan Articles of Religion serve as the doctrinal foundation for the Winchester
Methodist Church. Originally adopted by John Wesley and included in the Methodist Episcopal
Church’s founding documents, these articles are grounded in Scripture and reflect historic
Christian orthodoxy. They summarize core beliefs about God, salvation, Scripture, the church,
and Christian living. Below is a detailed overview of each article with expanded explanations for
study, teaching, and affirmation.
The Wesleyan Quadrilateral consists of scripture, tradition, reason and experience. We use all
four of these to make decisions in life and to discern the will of God for our lives. Scripture is
primary, followed by tradition, by reason and by experience.
The WMC Doctrine and Discipline is effective on September 14th
, 2025, and with the approval of
the Winchester Methodist Church BOD.

Doctrine
Introduction
Purpose. Winchester Methodist Church exists to passionately love God, deepen our faith, and reach
our community with the gospel of Jesus Christ.
Love God | Grow in Faith | Reach our Community
Section 001, Introduction. Winchester Methodist Church is first and foremost a community of
faith in the one true God: Father, Son, and Holy Spirit. The WMC Doctrine is this congregation’s
moral, ethical, and theological compass. As a compass always points north, this Doctrine always
points Winchester Methodist Church to the one true God: Creator, Redeemer, and Sustainer. As
such, this Doctrine is timeless. It is based on historical documents and practices that form our
beliefs.
Section 002, General Information. Throughout the Doctrine of WMC, there are references to
“men.” This document takes the historical meaning of “men” which indicates both male and
female. Therefore, all references to “men” include both men and women.
Section 003, Historical Context. The Wesleyan Articles of Religion serve as the doctrinal
foundation for Winchester Methodist Church.
The items in this Doctrine of WMC are of historical origins and are traditionally accepted as
Doctrine for the Christian faith and Methodist denominations. All content is based on Biblical
teachings taken in its entirety. Some Biblical teachings are based on Old Testament covenants
which were fulfilled by Jesus Christ prior to Jesus Christ instituting the New Covenant of the
New Testament. This congregation is a follower of all of God’s teachings and are people who
follow the New Covenant in Jesus Christ in our pursuit towards full Sanctification.
Section 004, Summary of Doctrine. The following is an eloquent and articulate summary of the
documents, items, and beliefs contained in the Winchester Methodist Church Doctrine.
Statement of Faith.
We believe God is the Creator of all things. Existing in three distinct personalities and
purposes.
We believe Jesus Christ is God’s Son. He is the Word from the beginning; all things were
created by Him and for Him. He is our Redeemer, our Savior, and our Lord.

We believe The Holy Spirit is our Sustainer. He was with God from the beginning and is
at work in the lives of believers to convict, counsel, and empower them to lead a holy
life.
We believe The Bible is God’s Word, Holy and inspired by God to be the foundation of
the believer. To know God is to know His Word.
We believe Sin is what separates us from God. Therefore, repentance from sin is
necessary to be in right standing with God.
We believe the only true basis of Christian Fellowship is God’s love. His love is greater
than any differences we possess. Without God’s love we have no right to claim that we
are Christians. (1 Corinthians 13).
We believe that salvation comes through Jesus Christ alone. It is by His grace and work
on the cross that we can go to Heaven, not by our own works. (Ephesians 2:8-9)
We believe that a marriage is an institution, sanctioned by God, which joins one natural
born man and one natural born woman in a single, exclusive union. (Genesis 2:24,
Hebrews 13:4).
We believe the marks of a maturing church are faith, hope and love. (Colossians 1:3-7).
We believe the Bible to be the inspired and inerrant Word of God. We place high
emphasis on the teaching of God’s Word, the Bible, so that our faith may grow. (Romans
10:17, 2 Timothy 3:16).
We believe all people are worthy of God’s love and His salvation through Jesus Christ, his
Son. (John 3:16-18).
We believe in prevenient, justifying, and sanctifying grace. The Spirit of God is with us at
conception, pursuing us, making us right with God when we accept Jesus, and refining us
as we strive for perfection.
We believe Making a profession of faith and baptism for the forgiveness of sins is
foundational.
We believe Prayer, Bible reading and study, observing communion, and faithful
commitment to a church community are the essentials in the life of a believer to grow as
a disciple of Jesus.
We believe that God still works miracles and in divine healing.
We believe in the priesthood of all believers (all humans have access to God through
Christ, the true High Priest, and thus do not need a priestly mediator).

We believe in loving our neighbors, regardless of race, ethnicity, sexual orientation, or
socioeconomic background. Jesus was anti-sin, but he was always pro-people. Therefore,
all should be welcomed into God’s church.
We believe the church (the collective of Christ's followers) is God’s best representation
on this earth.
We live in anticipation of the return of Jesus Christ, for He is our blessed hope. (Titus
2:13).
We desire the fullness of the Holy Spirit in our lives, for the fruit of the Holy Spirit is love.
(Galatians 5:22).

Doctrine
Section I, The Wesleyan Articles of Religion
Article I – Of Faith in the Holy Trinity
We believe in one living and true God, who exists eternally in three persons: the Father, the Son,
and the Holy Spirit—distinct but of one substance, power, and eternity.
• This affirms the Christian doctrine of the Trinity: one God in three persons. Each is
coequal and coeternal (Matthew 28:19).
Article II – Of the Word, or Son of God, Who Was Made Very Man
Jesus, The Son, the second person in the Trinity, took on human nature in the womb of the
Virgin Mary, uniting divine and human in one person. He was truly God and truly man.
• Jesus is both fully divine and fully human, essential for our salvation (John 1:14).
Article III – Of the Resurrection of Christ
Christ truly rose from the dead, taking again His body with all things pertaining to it. His
resurrection was physical, not symbolic.
• The resurrection validates Christ’s divinity and secures the promise of eternal life (1
Corinthians 15:3-4).
Article IV – Of the Holy Ghost

The Holy Spirit, proceeding from the Father and the Son, is of one substance, majesty, and glory
with them.
• The Spirit is not an impersonal force but God Himself, active in conviction, regeneration,
and sanctification (John 14:26).
Article V – Of the Sufficiency of the Holy Scriptures for Salvation
The Holy Scripture contains all things necessary for salvation. Nothing not found in or proved by
Scripture should be required as an article of faith.
• Scripture is our ultimate authority for doctrine, correction, and living (2 Timothy 3:16).
Article VI – Of the Old Testament
The Old Testament is not contrary to the New, and both are to be received for instruction in
righteousness.
• The full counsel of God's Word is essential for understanding God’s redemptive plan
(Romans 15:4).
Article VII – Of Original or Birth Sin
Original sin is the corruption of human nature resulting from Adam’s fall. All people are inclined
toward sin and cannot please God without divine grace.
• This underscores our need for salvation and the work of prevenient grace (Romans
5:12).
VIII Article – Of Free Will
Humans cannot turn to God on their own. Only through God’s grace can we respond in faith.
• God’s grace enables, but does not force, the human response to salvation (John 6:44).
Article IX – Of the Justification of Man
We are justified (made right with God) only by faith in Jesus Christ—not by works.
• Justification is a free gift of grace through faith (Ephesians 2:8-9).
Article X – Of Good Works
Good works follow justification but cannot earn it. They are evidence of a true and living faith.
• Faith without works is dead but works flow from grace, not the other way around (James
2:17).
Article XI – Of Works of Supererogation
The belief that we can do more than God requires (supererogation) is false.

• No one can exceed God’s expectations; we are wholly dependent on grace (Luke 17:10).
Article XII – Of Sin After Justification
Even those who are justified may fall into sin, but by God's grace they may repent and be
restored.
• Sanctification is ongoing. Falling is possible, but so is restoration (1 John 1:9).
Article XIII – Of the Church
The Church is a congregation of faithful people where the Word is preached and the sacraments
are duly administered.
• The true Church is defined by faithfulness to Scripture and the presence of Christ among
His people (Ephesians 4:4-6).
Article XIV – Of Purgatory
The doctrine of purgatory is contrary to Scripture and cannot be proved.
• Salvation is secured in Christ alone, not by human suffering after death (Hebrews 10:14).
Article XV – Of Speaking in the Congregation in Such a Tongue as the People Understand
Public worship should be conducted in a language understood by the people.
• This supports clarity, unity, and spiritual edification in worship (1 Corinthians 14:9).
Article XVI – Of the Sacraments
Sacraments are outward signs of inward grace, instituted by Christ. There are two: Baptism and
the Lord’s Supper.
• They are means of grace, not mere symbols (Romans 6:3-4; Corinthians 11:23-26).
Article XVII – Of Baptism
Baptism is a sign of regeneration and new birth, and may be administered to both infants and
adults, symbolizing God’s covenant and the believer’s new life. Membership baptism occurs
when a person of any age professes themselves to Christ.
• Baptism does not save but points to God’s covenant and grace (Matthew 28:19).
Article XVIII – Of the Lord’s Supper
The Lord’s Supper is a remembrance of Christ’s sacrifice and a means of grace to believers.
• It is not a re-sacrifice but a holy act of communion with Christ (Luke 22:19-20).
Article XIX – Of Both Kinds
In communion (Lord’s Supper), both the bread and the cup should be offered to all believers.

• Full participation reflects the fullness of God’s grace (1 Corinthians 11:28).
Article XX – Of the One Oblation of Christ Finished Upon the Cross
Christ’s sacrifice on the cross is sufficient once for all. The notion of the mass as a repeated
sacrifice is contrary to Scripture.
• Jesus' atonement is complete and does not need repetition (Hebrews 9:25-28).
Article XXI – Of the Marriage of Ministers
Clergy may marry, as marriage is a gift from God.
• There is no biblical mandate requiring clergy celibacy (1 Timothy 4:1-3).
Article XXII – Of the Rites and Ceremonies of Churches
Church traditions may differ, provided they do not contradict God’s Word.
• Diversity in worship is acceptable when rooted in truth (Romans 14:5).
Article XXIII – Of the Rulers of the United States of America
Christians are called to honor civil authorities and obeying laws unless they contradict God’s
Word.
• We are citizens of heaven and of earth, called to live responsibly in both (Romans 13:1-
7).
Article XXIV – Of Christian Men’s Goods
Ownership of private property is lawful. Christians should be generous and just in their
stewardship (1 Timothy 6:17-19).
Article XXV – Of a Christian Man’s Oath
Christians may swear oaths in truth and justice when required, such in legal settings, but must
always speak with honesty and integrity.
• Oaths may be taken in a manner consistent with Scripture, truth, and justice (Matthew
5:37).
Conclusion: These Articles of Religion provide a foundation for doctrine, worship, and life at
Winchester Methodist Church. Rooted in Scripture and the spirit of Wesley, they shape our
identity as a faithful Methodist congregation submitted to Jesus Christ.

Doctrine
Section II, The Historic Creeds
Section 200, Introduction. Creeds are statements of our basic beliefs about God. The term
comes from the Latin word “credo,” meaning “I believe.” While we will always have questions
about God, the Church, and our own faith, we use these two foundational creeds during daily
worship, baptism, and communion services, as appropriate. In reciting and affirming these
creeds, we join Christians across the world and throughout the ages in affirming our faith in the
one God who created us, redeemed us, and sanctifies us.
Section 201, Apostles Creed. The Apostles' Creed is a summary of what the Church teaches,
and of what Christians together believe, rather than a detailed statement of individual and
personal belief.
I believe in God, the Father Almighty,
creator of heaven and earth;
I believe in Jesus Christ his only Son, our Lord;
He was conceived by the Holy Spirit,
(and) born of the Virgin Mary,
He suffered under Pontius Pilate,
was crucified, died, and was buried.
He descended to the dead.
the third day he rose from the dead.
He ascended into heaven,
and is seated at the right hand of the Father *.
He will come again to judge the living and the dead.
I believe in the Holy Spirit,
the holy catholic church,
the communion of saints,
the forgiveness of sins,
the resurrection of the body,
and the life everlasting.

Section 202, Nicene Creed. The Nicene Creed is a summary that there is but one God who
exists in three persons. God the Father is the creator of all things. Jesus, as God the Son,
suffered and died and rose from the dead as a fully human being to save other humans from sin

and God the Holy Spirit who God sent to earth to inspire scripture, who inspires us in their
hearing, who indwells us with power to obey them and continues to speak to us.
We believe in one God,
the Father, the Almighty,
maker of heaven and earth,
of all that is, visible and invisible.

the only-begotten Son of God,
eternally begotten of the Father,

We look for the resurrection of the dead,

Doctrine
Section III, John Wesley’s Explanation of Grace
Section 300, Introduction. John Wesley's primary focus was upon the doctrine of salvation and
the relationship between grace, faith, and holiness of heart and life. Wesley identified three
doctrines in “A Short History of Methodism” (1765) that summed up the core of Methodist and
Wesleyan-Holiness teaching.
Section 301, Gift of Grace. The gift of grace is available to all persons. Our Father in Heaven is
not willing that any should be lost (Matthew 18:14), but that all may come to “the knowledge
of truth” (1 Timothy 2:4). With St. Paul, we affirm the proclamation found in Romans 10:9,
“That if you confess with your mouth, ‘Jesus is Lord,’ and believe in your heart that God raised
him from the dead, you will be saved.”
Section 302, Grace is God’s Love. Grace is the manifestation of God’s love toward fallen
creation, to be freely received and freely given. This undeserved gift works to liberate humanity
from both the guilt and power of sin, and live as children of God, freed for joyful obedience. In
the classic Wesleyan expression, grace works in numerous ways throughout our lives, beginning
with the general providence of God toward all.
Section 303, God’s Prevenient Grace. God’s prevenient or preventing grace refers to “the first
dawning of grace in the soul,” mitigating the effects of original sin, even before we are aware of
our need for God. It prevents the full consequences of humanity’s alienation from God and
awakens conscience, giving an initial sense of God and the first inclinations toward life.
Received prior to our ability to respond, preventing grace enables genuine response to the
continuing work of God’s grace.
Section 304, God’s Convincing Grace. God’s convincing grace leads us to what the Bible terms
“repentance,” awakening in us a desire to “flee the wrath to come” and enabling us to begin to
“fear God and work righteousness.”
Section 305, God’s Justifying Grace. God’s justifying grace works by faith to bring reconciliation
to God through the atoning sacrifice of Jesus Christ, what God does for us. It is pardon for sin
and ordinarily results in assurance, “God’s Spirit witnessing with our spirit that we are children
of God.”
Section 306, God’s Sanctifying Grace. God’s sanctifying grace begins with God’s work of
regeneration, sometimes referred to as “being born again.” It is God’s work in us as we
continually turn to Him and seek to be perfected in His love. Sanctification is the process by
which the Holy Spirit works to replace sin with the fruit of the Spirit. With John Wesley, we
believe that a life of holiness and ultimately “entire sanctification” should be the goal of each
individual’s journey with God.

Section 307, Glorification. Our ultimate hope and promise in Christ is glorification, where our
souls and bodies are perfectly restored through this grace.
Doctrine
Section IV, Amendments
Section 400, Introduction. The Doctrine contains many historical documents and principles that
are central to our Christian beliefs and Methodist heritage. These items, many of which were
inspired by the Holy Spirit, are this congregation’s core theological beliefs and do not generally
change with time or societal changes or attitudes.
Section 401, Amendments. Proposed amendments to the WMC Doctrine shall be submitted to
the Church BOD.
Section 402, Authority. If there is a real or perceived conflict between the WMC Doctrine and
any other Winchester Methodist Church document(s), including the WMC Discipline, and the
WMC Bylaws, the WMC Doctrine supersedes all other documents in authority.
Section 403, Retirement of Doctrine. The only process to terminate this Doctrine, is for
Winchester Methodist Church to properly align with an established Wesleyan denomination.
Doctrine
Section V, Realignment Rule
Section 500, Introduction. If, at a time in the future of Winchester Methodist Church, the BOD
and congregation decides through a proper and formal vote, to affiliate with an established
Wesleyan denomination, there may be differences in the WMC Doctrine and Discipline and the
denomination with which Winchester Methodist Church is affiliating. This section outlines the
resolution to those differences and the method of alignment in Doctrine and Discipline.
Section 501, Similarity of Doctrine. The Holy Bible must be the primary source of faith for the
Doctrine of any denomination under consideration, and it must include the historic Apostles’
and Nicene Creeds. Furthermore, it must be distinctly Wesleyan in its theology and practice.
Section 502, Realignment Rule. If Winchester Methodist Church BOD and Congregational
Membership approves to affiliate with an established Wesleyan denomination, Winchester
Methodist Church will adopt that denomination’s Doctrine and Discipline. Winchester
Methodist Church will begin following that denomination’s Doctrine and Discipline on the

effective date of the affiliation. On that same effective date, the WMC Doctrine and Discipline
will be retired.
Section 503, Alignment procedure. To align with another established Wesleyan denomination
will require an affirmative vote of two-thirds at a properly called Church Meeting. Upon an
affirmative vote to join an established Wesleyan denomination, the Realignment Rule is
automatically activated. There is no other vote required to adopt the new denomination’s
Doctrine and Discipline or to retire the WMC Doctrine and Discipline.

Introduction
Section 1000, Introduction. The Discipline of the Winchester Methodist Church (herein and
after referred to as WMC) is a testament to our enduring faith and diligent commitment to
God's service. Within these pages lies a comprehensive repository—from our humble
beginnings etched in history, through the foundational creeds articulated in our Doctrine, to the
detailed policies and procedures guiding our daily operations and mission. These sections
reflect our heritage and are a beacon for our future as we navigate the path laid out by
scripture, tradition, reason, and experience.
Discipline
Section I, Mission of the Church
Section 1100, Mission. Winchester Methodist Church exists to passionately love God, deepen
our faith, and reach our community with the gospel of Jesus Christ.

Discipline
Section II, Membership
Section 1200, Membership. WMC shall maintain a membership policy to welcome all who
desire to worship the one true God, Father, Son, and Holy Spirit, love their neighbor, and
sincerely repent their sins. No person shall be discriminated against for membership because of
race, color, sex, age, national origin, marital status, sexual orientation, mental or physical
disabilities, or veteran status. (See Appendix A for Congregational Membership.)
Section 1201, Congregational Membership.
Professing Members (Disciple of God): Those members who have been baptized in a recognized
Christian manner. They must also have publicly professed their faith in the Holy Trinity and
declared their support for this congregation with their prayers, presence, gifts, service, and
witness and affirm WMC's religious beliefs as outlined in the Church's Doctrine, or in lieu of a
public proclamation, approval of the Senior Pastor.
Section 1202, Congregational Professing Membership. Only Professing Members may hold a
leadership position.

Discipline
Section III, Church Board of Directors (BOD)
Section 1300, Introduction. The Church Board of Directors (BOD) is the executive body that
carries out the congregation's business.
The Senior Pastor, along with his/her Staff, provides spiritual leadership in all areas of the
Church.
Section 1301, Responsibilities. The Church Board of Directors (BOD) is responsible for enabling
and supporting the Church's work in a way consistent with its Doctrine and Discipline. The
Church Board of Directors is responsible for:
• operating according to the governing documents
• acting on proposals, resolutions, and policies
• carrying out actions approved by the Church Board of Directors
• reviewing the membership of the Church
• facilitating Church Congregational Meetings
• ensuring continuity in leadership from year to year through elections and transitions
• filling any vacancy that should arise
• delegating to committees and establishing task forces to carry out tasks
Section 1302, Members. The Church Board of Directors (BOD) consists of Professing Members
representing the areas of Church operations, laity, men, women, youth, and each ministry team.
The BOD consists of no less than seven (7) members, plus the Chairperson of SPRC, Trustee and
Finance, along with the Church Lay Leader(s) who might not be on the core group of the BOD,
and the primary Church Staff (Sr. Pastor, Director of Youth and Director of Children). All of these
positions are voting positions on the BOD, one (1) vote per person regardless of how many
positions a person may hold, regarding Church activities.
The Church BOD are the voting members. There can be only one (1) person from each family
household that can be in a BOD voting position. If there are 2 or more members in the same
family household, only one member can vote on BOD issues. This ensures that nepotism does
not occur within the Church Leadership Team.
BOD Executive and Chair positions are intended to be a one (1) year duration. However,
Executive and Chair positions can be re-elected to serve consecutive terms if voted on by the
BOD Members.
The BOD can and will ask the Church Congregation through surveys to express their desires and
direction of major Church decisions.

Section 1303, Eligibility. Only Professing Members are eligible to serve on the Church Board of
Directors.
Section 1304, Executive Committee. The Executive Committee serves as an advisory board for
the Senior Pastor.
The executive committee has four major functions:
1. Support the Senior Pastor
2. Develop agenda items for BOD meetings
3. Helps in planning the future direction of the Church Ministry
4. Serves in the judicial process
The Executive Committee consists of those who serve in the following positions:
• BOD Chairperson
• BOD Assistant Chairperson
• BOD Secretary
• Trustee Chairperson
• SPRC Chairperson
• Church Treasurer
• Church Lay Leader
• Sr. Pastor
• Youth Director
• Children’s Director
Section 1305, Board of Directors Chairperson. The Chairperson facilitates BOD operations by
leading the Church Board of Directors in fulfilling its responsibilities. The BOD Chairperson shall:
a. prepare and communicate meeting agendas with council members
b. assign responsibility and follow up on progress for action items
c. ensure information is communicated among members and to the congregation
d. preside over BOD meetings
e. participate and lead the Executive Committee (Chairperson of BOD, Vice Chairperson of
BOD, BOD Secretary, Church Chairperson of Treasury, Chairperson of SPRC and
Chairperson of Trustees, Lay leaders and Church Staff).
Section 1306, BOD Vice Chairperson. The BOD Vice Chairperson facilitates council operations
by assuming the responsibilities of the BOD Chairperson in the absence of the BOD Chairperson.
Section 1307, Recording Secretary. The Recording Secretary facilitates council operations by
accurately recording the proceedings. The Recording Secretary shall:
a. be the custodian of all records and reports (Reports to be kept in the Church Office)
b. sign the minutes (along with the presiding officer)
c. submit a copy of the minutes to the church office

Section 1308, Staff/Parish Relations Committee (SPRC) Chairperson. The SPRC Chairperson
facilitates church operations related to the Staff / Parish Relations Committee. Their role will
encourage, strengthen, nurture, and support the pastor(s) and staff and their families. With the
support of the SPRC committee, they will confer regularly about the personnel conditions and
issues that affect the congregation’s total ministry, including healthy life-work balance, while
helping the staff set goals and priorities for effective ministry. The SPRC Chairperson is tasked
with leading SPRC in all personnel decisions and is responsible for empowering the SPRC team
to support the church staff. The Chairperson is chosen by the BOD prior to the end of the
calendar year to represent them at Church BOD meetings.
All matters on personnel regarding the Senior Pastor and Staff are maintained by the SPRC and
do not fall under the responsibilities of the Executive Committee.

Section 1309, Trustees Chairperson. The Trustees Chairperson facilitates church operations
related to the Trustees. The Chairperson is chosen by the BOD prior to the end of the calendar
year to represent them at Church BOD meetings.
The Trustee chairperson guides the work of the trustees throughout the year, including
preparing and communicating the agenda for meetings, leading the meetings, following up on
plans by assigning responsibility for implementation and coordinating both routine and special
maintenance of church property, including endowments, trust funds, purchase and sale of
properties, loans and gifts made to the Church.

Section 1310, Finance Chair/Treasurer Committee Chairperson. The Finance Committee
Chairperson facilitates church operations related to the Finance Committee.
The finance chair works with the church BOD, Trustees, staff, and other ministry leaders to fulfill
the Church's mission. The chair also works with the trustees to handle designated gifts and
bequests. Working with the finance committee, the chairperson will annually compile a budget
to support the local Church's mission and vision and submit it to the Church BOD for review and
adoption.
The Finance Chair/Treasurer will make regular financial reports to the committee on finance,
the church council, and the trustees committee. In collaboration with the finance committee,
guidelines for total fiduciary responsibility are established, including compliance with all
applicable governmental tax guidelines. The Chairperson is chosen by the BOD prior to the end
of the calendar year to represent them at Church BOD meetings.

Section 1311, Finance Committee. The Finance Committee builds the church’s annual budget in
alignment with the church’s mission and vision. Additionally, the Finance Committee:
• monitors financial operations and ensures that funds are being used appropriately
• develops financial plans for the future including resource and capital elements
• provides financial analysis and advice to the BOD
• sets and monitors internal controls to protect the organization's assets
• establishes financial goals and objectives to ensure the successful continuation of
missions
• monitors cash flow and other money management issues
• monitors debt and debt payback
The Finance Committee consists of those who serve in the following positions but not limited
to:
• Finance Committee Chairperson
• Church Treasurer
• Trustee Chairperson
• Finance Committee member(s)-at-large as needed
• A three (3) year rotational class – term limited & staggered rotation
Staff:
Section 1312, Senior Pastor. The Senior Pastor is a member of the BOD. The Senior Pastor
provides spiritual leadership in all areas of the Church.
Section 1313, Youth Director. The Youth Director represents the Youth Ministry and is a
member of the BOD. The Youth Director represents the opinions of the Church’s youth and
families and always considers what is in the best interest of the congregation’s young people.
Section 1314, Children’s Director. The Children's Director represents the Children’s Ministry and
is a member of the BOD. The Children's Director represents the opinions of the Church's young
families and always considers what is in the best interest of the congregation's children.
Section 1315, Nominations.
The following BOD leadership positions are to be filled each year ,but can be re-elected, by the
BOD Members:
• BOD Chair
• BOD Vice Chair
• Secretary
• Treasurer/Finance Chair
• SPRC Chair
• Trustee Chair
• Lay Leader

The following committee members are filled each year by the BOD:
• SPRC members (7 to 9 members)
• Trustees members (7 to 9 members)
• Finance Committee members (7 to 9 members), unless re-elected by the BOD
Section 1316, Lay Leader. The Lay Leader(s) represents the entire laity of the Church. The Lay
Leader(s) is/are charged with:
a. fostering awareness of the role of laity both within the congregation and through their
ministries in the home, workplace, community, and world
b. meeting regularly with the Senior Pastor to discuss the state of the Church and the
needs for ministry, congregational issues, personnel issues
c. serving as a reporting member to the BOD
d. continuing involvement in study and training opportunities to develop a growing
understanding of the Church’s reason for existence and the types of ministries that will
most effectively fulfill the Church’s mission
e. assisting in advising the BOD of opportunities and needs for a more effective ministry of
the Church through its laity in the community
f. if there is more than one (1) lay leader, a representee of the Lay Leader Team will have
one (1) vote on any BOD decisions
Section 1317, Removal of Officers. If a BOD Member is unable or unwilling to perform the
duties reasonably expected, the BOD Member may be relieved of his or her position by new
business at a BOD Meeting. The agenda item for relieving a BOD Member of duties shall be
"Consideration for the removal from office" and follow the process that is covered in the
Bylaws.
Section 1318, Filling of Vacancies. Vacancies shall be filled in the manner prescribed for
elections as per the Bylaws.
For BOD Chair positions, the BOD Members normally recommends and fills a vacant position.
For Church Committee positions, it will typically be appointed by its committee, and can have
input from the BOD if requested.
Section 1319, Meetings.
a. The Church Board of Directors shall hold at least one regular meeting per quarter.
b. Special Meetings: The Board of Directors Chairperson or the Senior Pastor can call
special meetings.
c. Quorum: The members present and voting at any duly announced meeting (regular or
special) shall constitute a quorum.
d. Robert's Rule of Order governs the Church BOD meetings.
e. Minutes are recorded by the Church BOD Recording Secretary and filed with the Church
Administrator after BOD approval. A copy of all BOD, SPRC, Trustees and Finance
meeting minutes will be filed in the Church Office.

f. Annual Church End of Year Meeting will be held in November or December each year. It
will include the following agenda items at a minimum: State of the Church address by
the Senior Pastor, review of BOD actions over the past year by the BOD Chairperson, set
of the Senior Pastor's salary and other Church Staff for the next calendar year by
Staff/Parish Chairperson, elect members to leadership positions and committee
positions for the next calendar year by BOD Chairperson and supporting BOD members.
g. The Church BOD members may override any legislative decisions of the Church
Treasurer, Trustee Chair, SPRC Chair with a majority vote at a properly called BOD
Meeting with a quorum.
h. WMC Committees will meet with the BOD quarterly in separate meeting from the BOD
Work Meetings to communicate information from each of their areas. (herein and after
referred to as BOD & Committee Quarterly Meetings)
Discipline
Section IV, Church Administration – Council of Ministries
Section 1400, Introduction. The Church Staff is primarily responsible for the Ministry of the
Church.
Section 1401, Senior Pastor. The Senior Pastor provides Spiritual input to the BOD in all areas of
the Church.
Section 1402, Church Staff. The Church Staff works under the direction and guidance of the
Staff/Parish Relations Committee (SPRC) and Senior Pastor.

Section 1403, Nominations. The BOD is responsible for filling laity leadership and committee
positions within the Church, but there are no term limits for any leadership positions that the
BOD nominates for Committee Leaders, but will be reviewed at the end of each year.
Section 1404, Ministry Teams. The Senior Pastor sets the number and function of Ministry
Teams.
a. Staff Support: The Senior Pastor assigns a staff member to each of the Ministry Teams to
support the Ministry Team.
b. Joining: Lay persons in the congregation who are passionate about a ministry can join a
ministry team by volunteering.
c. Eligibility: Professing Members can serve on Ministry Teams.

Section 1405, WMC Women. The representative is chosen by the WMC Women Group(s) prior
to the end of the calendar year to represent them at Committee Quarterly Meetings.
The WMC Women's representative will support the Church's commitment to women's
participation in the congregation's life and mission. The representative will collaborate with
organizations, people, and resources in and beyond the congregation concerned with women's
issues.
Section 1406, WMC Men. The representative is chosen by the WMC Men Group(s) prior to the
end of the calendar year to represent them at the Committee Quarterly Meetings.
The WMC Men's Representative will be responsible for organizing, planning, and directing
programs that meet the spiritual needs of the Church’s men. The representative will collaborate
with organizations, people, and resources in and beyond the congregation concerned with
men's issues.
Section 1407, Senior Adults Ministry Team. The Senior Adults Representative will be attentive
to the hopes, concerns, and needs of older adults in the church and community to determine
how the congregation might serve them to provide opportunities for fellowship, discipleship,
and mission.
Section 1408, Worship Ministry Team. The Worship Team Representative will support worship
by identifying, training, and supporting worship leaders such as acolytes, liturgists, scripture
readers, ushers, and greeters. Additionally, they will be responsible for changing the paraments
for the appropriate season in the Christian calendar and keeping an inventory of worship
materials, such as candles, lighters, bulletins, etc.
Section 1409, Missions Ministry Team. In collaboration with the Missions team, the
Representative will coordinate with the pastor and groups within the church to plan and
implement a vital, comprehensive missions ministry for the congregation to reach people of all
ages with the gospel. The ministry will assess local, regional, and international opportunities to
serve in the mission field.
Section 1410, Evangelism Ministry Team. In collaboration with the Evangelism team, the
Representative will coordinate with the pastor and leadership team to plan and implement a
vital, comprehensive outreach ministry for the congregation to reach people of all ages with the
gospel. This ministry will assess the trends in congregational growth and attendance, how
people are received into the congregation, and evaluate opportunities to extend invitation and
ministry into the community.
Section 1411, Fellowship & Congregational Care Ministry Team. In collaboration with the
Fellowship team, the Representative will coordinate with the pastor, staff, and other appropriate
teams to plan and coordinate opportunities for church fellowship throughout the year. In
collaboration with the Congregational Care team, the Representative will coordinate with the

pastor, staff, and other appropriate teams to plan and coordinate an effective care ministry for
our church members and prospective members. This will include baby showers, wedding
showers, funeral meals, hospital visits, assisted living, and nursing home visitation. Additionally,
the Congregational Care representative will assist the pastor and staff with bereavement
ministry following a church member's or prospective member's passing.
Section 1412, Special Needs Ministry Team. In collaboration with the Special Needs Ministry
Team, pastor, church staff, and other appropriate teams, the Representative will lead the task in
creating a culture where people with special needs are fully included in all aspects of worship,
leadership, ministry, and mission. The Special Needs Ministry Team will create a welcoming and
inclusive church environment where individuals with special needs and their families feel
valued, loved, and supported in their spiritual journey.
Discipline
Section V, Church Facilities and Property
Section 1500, Introduction. Winchester Methodist Church believes that our facilities and
property are designed, built, and used for service and mission and stand for the glory of God.
The buildings and grounds provide a place for Christian worship, education, outreach missions,
and fellowship for all believers.
Section 1501, Board of Trustees. The Board of Trustees is primarily responsible for overseeing
the care and use of church property, including establishing scheduling and maintenance
procedures and ensuring compliance with safety regulations.
Section 1502, Pastor & Trustees. The Senior Pastor along with the Trustees have the authority
to determine the use of church property for religious services and other church meetings. They
can also grant permission for outside organizations to use the facilities, but only if the use aligns
with the Winchester Methodist Church and the Church's mission.
Section 1503, Church Staff and Members. All staff and members are responsible for using the
facilities respectfully, following safety guidelines, and reporting any damage or maintenance
concerns.
Section 1504, Use of Facilities. Priority is given to church ministries and programs. Use by
outside organizations is permitted if it aligns with the Church's mission must not disrupt regular
church functions or create a safety hazard. The Church Trustees will decide outside use in
consultation with the Senior Pastor.
Section 1505, Detailed Policies. For a more detailed understanding of regulations, consult
Winchester Methodist Church’s Facility Use Policy.

Discipline
Section VI, Maintaining the Doctrine and Discipline
Section 1600, Maintaining the Doctrine and Discipline. The BOD and Senior Pastor have an
active responsibility to maintain the integrity of the WMC Doctrine and Discipline.
Church BOD meetings are properly called and have a quorum, by enforcing Roberts Rules of
Order, and by verifying legislation is properly voted upon by using the following three-step
judicial escalation process.
• Level One: Senior Pastor and BOD Chair discusses alleged Doctrine or Discipline
infraction with the individual(s) to resolve.
• Level Two: If there is no resolution, the Senior Pastor presents the alleged infraction to
the Executive Committee for resolution.
• Level Three: If unresolved, the Senior Pastor presents the alleged infraction to the
Church BOD for resolution. The BOD’s decision is final and may require corrective action
by the BOD or Leadership.
Any person may bring a Doctrine or Discipline complaint to the BOD Chair or Senior Pastor for
review and disposition. If the Doctrine or Discipline is unclear or ambiguous, the Senior Pastor
presents the issue(s) to the Church BOD for resolution.
